Court order clears city leaders and confirms legality of executive appointment

DALLAS — A Dallas County judge has granted a dismissal with prejudice of all claims in a high-profile lawsuit against the City of Dallas and several city officials.

The lawsuit was filed in August 2025 by a former city official alleging wrongful termination and retaliation under the Texas Whistleblower Act.

The defense team, led by E. Leon Carter and Stacey Cho Hernandez of Carter Arnett Stahl + Cho Hernandez, dismantled the plaintiff’s arguments, demonstrating that the court lacked jurisdiction over the claims and the City leadership acted lawfully throughout the administrative and executive recruitment processes at issue.

The ruling — signed by the Hon. Tonya Parker of the 116th Judicial District Court — dismisses all five counts of the lawsuit with prejudice, barring the official from refiling and insulating the municipal defendants from liability.
